Charru Malhotra, Associate Professor (e-Governance and ICT), Indian Institute of Public Administration (IIPA)

Charru Malhotra is presently Assistant Professor (e-Governance and ICT) at Indian Institute of Public Administration (IIPA), New Delhi, India. She is registered as a Ph.D. research scholar (2004) at IIT-Delhi in ‘e-Governance for Rural Development’. She holds a Masters in Computers Applications (MCA-Honours), and a “Certificate of Excellence” as Microsoft Certified Solutions Developer (MCSD). She is a MIS/GIS consultant to UN bodies (The World Bank, Winrock International). She is accredited ‘Trainer of Trainers’ in “Design of Training” by the Thames Valley University, Slough, U.K. and a “Recognised User (RU)” for Government of India in the same.

She has more than 25 years in the field of ICT, MIS, Software Engineering, e-Gov and Training- out of which the last 12 years have been as trainer / UN Consultant in the field of e-Governance, SmartCities and Training of Trainers; Almost 20 research publications in referred international and national journals and books; Guide to 2 PhD students and 10 MPhil students; invited by Wollongong University, Australia and Université Paris 1, Panthéon Sorbonne, France as an expert on Citizen-Centricity, e-Governance and Open Governance.

Her areas of interest are e-Governance: Research, Design, Training, Monitoring and Evaluation; Social Media and Cloud implementation for Governance; Designing Smart Cities, Cyber Security and Information Assurance; Development Research and ICT4D – catalyzing technology based innovations for people with disabilities, mobile applications for disaster ridden communities, creating proactive gender-friendly IT spaces; Training of Trainers (ToT) in Design of Training.
