B.M. Baveja holds a B.Tech Electrical degree from IIT Delhi and two post graduate degrees from England, one in Electrical Engineering from London University and another in Public Management from Birmingham University, UK. Dr. Baveja has a Doctorate (PhD) degree in Electrical Engineering from IIT Hyderabad.

Baveja has about 30 years of experience of managing technology, policy, promotional and infrastructure requirements of the country in Information Communication Technologies and Electronics during his tenure with Government of India, Ministry of Electronics & Information Technology (MeitY).

At MeitY, as a Senior Director & Group Coordinator, he spearheaded R&D in ICT & Electronics sector with focus on Convergent, Communications and Broadband Technologies. He played a key role in Digital India projects which included projects on IoT, Big Data, White Space, 5G, Smart Cities and Strategic Electronics. As Group Coordinator for R&D in IT, he was responsible for initiating the National Supercomputing Mission project with joint funding of DST and MeitY with total outlay of Rs. 4500 crore. He has been responsible for overseeing and setting up various Centres of Excellences of DeitY throughout the country namely C-DAC, SAMEER, ER&DCs, CEDTs, STQC and CEWiT.

He has participated/chaired many national and international conferences, workshops, seminars and panels. He has represented MeitY at various International forums and meetings such as 3GPP standards meetings at USA, Hungary and Czech Republic, World Summit on Information Society meetings at Geneva, South Korea and Japan, SAARC meetings in Nepal and Bangladesh. He played key roles in initiating and coordinating international collaborative programmes of Indo-German, UNDP, Indo-Swiss, Indo-US, Indo-Ireland, Indo-EU, Indo-Dutch and Israel.

Prior to joining the government in 1986, he was with Bharat Electronics Ltd for almost 3 years and earlier was working in the UK for 2 years with a software company.

He has to his credit 12 research publications, many articles and co-authorship of one book.

He is an ISO Certified lead assessor and a Licensed Ham Radio operator. He is a fellow member of IETE. He is an IEEE Member since 1974.
