Robert Hayes, Senior Director, Strategy & Partnerships in Microsoft’s Enterprise Cybersecurity Group
Robert Hayes is Senior Director, Strategy & Partnerships in Microsoft’s Enterprise Cybersecurity Group. Robert is an acknowledged expert in crisis management, cybersecurity and strategic risk assessment; he is also an international authority on policy and regulatory issues between government and industry in the internet, communications and computing sectors. Robert has a unique profile of skills and experience, which has enabled him to become a trusted and valued strategic advisor to Ministers and senior leaders in the global public and private sector. Robert’s early career was in the UK police service, where he served in a variety of operational, training, and policy roles as he progressed through the ranks to Assistant Chief Constable. Trained as a hostage negotiator, kidnap and siege commander, he commanded the protracted policing operation against an animal rights extremist campaign of action against the workers, suppliers, and shareholders of Huntingdon Life Sciences, the UK’s number one animal rights target. Robert was then selected to be the inaugural head of the UK National Specialist Law Enforcement Centre, a multi-agency organisation developing specialist covert and computer based investigative techniques and training programmes for UK law enforcement agencies. Here he led the development, from concept to full operational capability, of the UK National Hi-Tech Crime Training Centre. Robert’s final role in government was as Head of the UK National Technical Assistance Centre. Here Robert was directly accountable to four Ministers and led the major programme of work which successfully responded to an order of magnitude increase in demand for specific technical intelligence following the July 2005 terrorist attacks in London. This additional capability was developed on time, and within budget. In 2007 Robert joined Microsoft as a Director & Senior Fellow of the Microsoft Institute for Advanced Technology in Governments: A small elite group which was established by Bill Gates to bring the fruits of Microsoft's world-leading advanced research and development activities to solve intractable problems for the global public sector; and to give impartial strategic advice to governments and large NGO’s in assessing and managing the threats and opportunities posed by emerging technologies. Robert also advises the UK Ministry of Defence on cyber security matters and holds the rank of Major (V) in the Engineer and Logistics Staff Corps of the British Army Royal Engineers. In 2014 Robert’s role changed and he became Senior Director, Strategy & Partnerships in Microsoft’s new Enterprise Cybersecurity Group. Robert holds a B.Sc. in Psychology, is a Fellow of the British Computer Society and a Freeman of The City of London.
