M. Ibrahima Nour Eddine DIAGNE, Managing Director of GAINDE 2000, Rapporteur for Africa UNCEFACT

Ibrahima Nour Eddine DIAGNEis currently the Managing Director of GAINDE 2000 and Reporter of (UNCEFACT) for cross border transactions.

Mr. DIAGNE a renown international expert on Single window implementationholds a 20 years in depth experience on trade facilitation and paperless trade. As Managing Director of GAINDE 2000 (the Senegalese Single Window for the foreign trade) he led the implementation from inception in 1995 to full operation of the platform in 2002. Before serving GAINDE 2000, Mr DIAGNE was the e-business branch Director of the Trade Point foundation between 1995 and 2001.

As one of the key founders of the African Alliance for Electronic Commerce (AAEC) that gathers 18+ countriesin Africa in 2018, Mr. DIAGNE has been the Chairman of the Alliance for eight-years. He honored his Chairmanship with good and loyal services from March 2009 to March 2017 with important achievements and international recognition. He led the release of the AAEC implementation guide for the Single Window.He also co-founded a new initiative called African Performance Institutewith the objective to address issues on the development of the Digital in Africa.

Mr. DIAGNE holds a B.Sc, MBA and M.Sc from HEC Montreal and HEC Paris. He is member of the E-Futura (France)Board of Directors, the American Chamber of Commerce (Dakar) and Assane SECK University of Ziguinchor (Senegal).

Under his supervision, GAINDE 2000 has been awarded in 2012 the first United Nations Public Services award (UNPSA)in New York at the United Nations General Assembly Headquater.
